vault: parallelize pending queue blob broadcasts in Observation

Summary

This reduces Vault OCR observation latency by gathering local pending-queue blob payloads first and then broadcasting them in parallel instead of serially.

Shortening the blob broadcast portion of Observation() helps the OCR round complete within DeltaProgress.
