Add OrganisationConstraintsMock for policy violations and wire it into a new Policy Violation e2e suite (MPT-18353) with API interception. Extend HomePage with new locators for the policy violations table, row filters and a helper to fetch rows. Increase auth setup wait timeouts (10s -> 20s) to reduce flakiness. Also include small test formatting/refactor changes and a whitespace fix in anomalies tests.
