This PR implements a NearestNeighbor search function for the KDTree structure in the dbscan package, addressing spatial-go/geoos#119.
Added NearestNeighbor(pt space.Point) (nearestIdx int, minDist float64) method to KDTree.
The function efficiently finds the closest point to a given query point using the existing KDTree structure.
Added unit tests in kdtree_test.go to verify correctness.
All tests pass locally.
Only files related to the issue were changed.
