I started a cross-repo test of these changes in swiftlang/swift#84510 to double check that they don't have any impact on the rest of the toolchain (which has already been verified on DocC's main branch). |

This cherry pick is missing Add CLI flag to enable DocC adding minimal per-page HTML content to each index.html file #1396 (which is still open) so the enhancement in this cherry pick isn't user-facing yet.
