Need to add release notes for feature , CR issue and breaking changes.

Root cause

Need to add release notes for feature , CR issue and breaking changes.

Solution description

I have added feature release notes for below topics:

1.AllowMouseWheel support in Blazor Numeric textbox component.
2.destroyed event for query builder component.
3. Implemented current view in Render Day Cell Event in calendar and datepicker components.

I have added release notes for below breaking changes:

1.Scripts updated for Switch and checkbox components.
2.Title attribute removed in tooltip component.
