Updated a broken OpenVINO noise suppression model link in `sof/tools/plugin/README.md`. The previous link was inaccessible, preventing users from following the setup steps. This PR fixes a broken OpenVINO noise suppression model link in
sof/tools/plugin/README.md. The previous link was inaccessible,preventing users from completing the OpenVINO noise suppression
setup. The link has been updated to the correct version.
