update @forge/manifest to version 11.3.1 supporting the latest manifest schema and axios, js-yaml with security patch, disable Node deprecation warnings since they are causing e2e tests to fail, bump semantic release deps, update e2e tests to support developer spaces in the Forge Dev Console, fix the register executor to support the latest parameters
