This is built off a fork, so can't use the dotnet tool yet Once vcsjones/OpenOpcSignTool#95 is merged, can revert this and use the tool directly

When using client id & secret, it's also necessary to support Tenant Id.
Changing to this approach meant consuming the new Azure SDKs which support this, and also upgrading the
RSAKeyVaultpackage to get corresponding support.adds the
-kvtparamter to the input set.
