Avoid errors when user role access columns are missing from export responses.
Added a test to verify exportUserRoles handles missing access columns correctly.
Put function at start of NEWS per current recommendations.

This looks good. I've struggled with this myself in some related patches. This looks to address the issue and even better it has a test.
