TaskWPB-23781 [Web] Document environment variables and FFs used in the app

  • Clarify configuration source priority: process environment (AWS) > .env > .env.defaults > code fallback.
  • Explain how configuration repositories are selected and applied via app-config + copy-config.
  • Document mandatory runtime variables when FEDERATION is unset (APP_BASE, BACKEND_REST, BACKEND_WS).
  • Refine environment variable tables with clearer “Default / Source” and “Deployment Override” semantics.
  • Replace ambiguous “required/no fallback” wording with .env.defaults presence-based wording.
  • Add root README pointer to the full Environment Variables reference
