What does this PR do? What is the motivation?

Clarity improvements to the Database Monitoring setup page for Google AlloyDB Postgres.

  • Split the parameters table into Required and Optional sections
  • Added explicit ### Create the explain plan function heading (was orphaned after section text)
  • Renamed verification sections for consistency: "Verify database permissions" and "Verify Agent setup"
  • Simplified the "Grant the Agent access" intro paragraph
  • Fixed passive voice
  • Added missing period to Troubleshooting sentence
