Cleans up and standardizes the handling of Lua enumerations. The big changes is that it adds a deprecation system and a grouping system. The latter kinda necessitated the former so that each enumeration could be properly grouped and given a useful description.
With that done, the documentation generator now links to enumeration groupings when writing the html file and enumerations are no longer a big flat list.
Addresses the biggest need in #4109
