Bump version to 0.1.7 and add Python 3.13t support

Motivation / Description

This pull request bumps the project version to 0.1.7 and adds support for Python 3.13t in the CI pipeline.

Changes introduced

• Bumped version from 0.1.6 to 0.1.7 in Cargo.toml and Cargo.lock
• Added Python 3.13t to the CI workflow alongside the existing 3.x version for all build jobs (Linux, Windows, macOS, and musllinux)
• Updated maturin requirement from >=1.3,<2.0 to >=1.7.5,<2.0 in pyproject.toml
• Removed autogenerated maturin comments from the CI workflow file
